  1. I am not in anyway a lawyer or pretend to know such things. It is imperative that the governing entities have the ability to directly level fines against offending industries. There must be a quick and direct method to penalize polluters. Without this ability penalties will be delayed and regulations ignored.
    The collected funds from these fines need to be used in the area in which they originate to then fund the government entity.
    Enact the laws and enforce them and have the will to do so.
